[Bookstoprisoners] Filing /yesterday

The letters which did needed new folders were filed in two black magazine
racks on the 2nd shelf off the floor, immediately to the right of the file
cabinet where the folders live.  I forgot to tag them "Letters to be
Filed".  At the beginning of our shift we couldn't find the blank (new)
folders so I had our volunteers put them there.  (the folders eventually
turned up, but apparently were never used).

I have to take responsibility for not overseeing the packaging more closely
as I was the one appointed give packing instructions and get them started.
I'm happy to help fix this, but unfortunately probably won't be back at the
IMC until later this week.
