[Commotion-admin] [mlab-browser-ext] Provide a tab for results, and visualizations in addition to the sidebar (#1)

The functional prototype as exists currently provides the ability to run and view NDT in the Browser Extension sidebar. This is fine for a prototype, but to provide better extendability and usability, we also need a tab to open as well. 

When a user opens/closes the M-Lab Browser extension, the current sidebar and a browser tab should both open and close. 

The Tab should initially contain user-facing text on how to use this thing (to be written) and maybe some stuff about M-Lab generally. This content will change when links in the Sidebar are clicked.

The Sidebar should consist of navigation and preferences, per test.
 - Logo should be a clickable link that takes the sidebar and tab back to their opening states
 - Available tests are listed by name with a link. Clicking the name should expose content in the Tab which is currently in the sidebar for NDT. Tab should have brief explanation of the test, link to the preferences for the test, visualization of past tests and listing of results, along with controls for selecting the range of results shown. 
 - Additional features might include an action button that exports the tests run from this browser and allows the user to save them as a text file
