[Commotion-admin] [mlab-observatory] Converter: Recognize site outages, turndowns (#58)

Sites can go down for several months and come back online. When we're excluding datasets that have fewer than x samples on y% of days, we shouldn't count stretches where the site was offline. This should also solve the problem of sites like nuq01, which was turned down, but the post-turndown days are being counted as 0 sample days and we're soon going to start excluding nuq01 datasets as having insufficient sample size.
