[Community] [IMC] Phone and Services Policy

I would agree with the general policy, and think it is a good one. The 
question to me is, how will it be enforced, and who will enforce it if 
needed? Obviously we all have to be willing to step up and ask people if 
they have authority to do what they're doing, but some of us are better 
at asserting that than others.
