[Community] [IMC] Phone and Services Policy

I also agree that the general policy makes sense.

If this issue only comes up when abuse is the cause, we'll need more than a
general agreement to come up to someone.
To address Tom's, and mine, concern about who is what, we should post a
little face directory on one of the Windows where we could each need the
support to challenge/apply the agreed to general rule.
