sorry, yes...  there isn't really requirements a doc. anywhere.  i
compiled this list from things i would like to see as a network admin,
random mailing list posts, and similar open source monitoring
solutions.

 there is also a section for 'Existing CUWiN Management tools and
proposed work for management tools' to be seperate from monitoring due
to be completed by thursday if anyone has any suggestions there as
well.
