[CUWiN-Dev] cross-build on linux

The NetBSD build system is smart enough to figure out whether to
cross-build based on your local environment.  The only problem I ran
into was that my temp filesystem was mounted noexec (no execute).
Bill pointed this out to me as something he was running into.  After I
fixed that (by pointing to a different temp directory), all worked as
expected.
