[CUWiN-Dev] network map partial IE support

I've added partial support for IE to the network map at:

  http://shepard.ameth.org/cuwin-map/

This is a step up from the previous version which threw its hands in the
air saying "tough" to IE users.  Bugs persist for IE users.  I'm stomping
them out as time permits.

If you think I've regressed something that used to work for the
already-supported browsers (which I note aren't listed anywhere but
should be), please let me know.
