Thank you, I forgot to run 'sysctl -w hw.ath0.tpc=1'.

The txpower parameter of ath_hal_setuptxdesc() accepts integer 0 to 63 (2^6
-1). Unlike to hw.ath0.tpscale, higher values of txpower parameter translate
to higher power. 
The power elevation is not linear to the increase of txpower parameter,
while power and hw.ath0.tpscale shows some linearity. One thing seems to be
sure is that the maximum tx power is limited.
