Does Trac offer a hosted service?  Last I checked (a week ago) they
are only developing the software.

We only use a little of SourceForge for CUWiN (the download hosting
and anoncvs).  I can't recall ever seeing an outage with download
hosting.  The anoncvs issue is regrettable since it has been out of
date for all projects for months. (!!)
