I wouldn't say there is a "plan," but I have ideas how to solve the
problem should it arise on a real network. One way is to make all routers
pick an IP number according to the schema, but listen at boot for a few
global LSU intervals before advertising any routes. If there any other
router using the same IP is detected during that time, then the router
should pick another IP number at random. I believe P.R. Kumar's research
group at UIUC uses this technique in their lab, and it worked for them.
That technique will not deal well when two networks merge: that is,
if the collision is not detected at boot-up, it may never be detected.
Routers should watch their linkstate database for linkstates originated
by some other router that uses the same IP number, and choose a new IP
number when such a linkstate shows up.
