2004 National Peer Technical Assistance Project (NPTAP)
REQUEST FOR PROPOSALS

NAMAC is accepting proposals from member organizations for the 2004
cycle of the National Peer Technical Assistance Project (NPTAP). This
cycle inaugurates a new process and focus for the NPTAP program. The
2004 program changes reflect two goals: to continue our direct
assistance for NAMAC member organizations; and to develop a
collection of capacity-building resources to be shared with the media
arts field at large.

We identified four key areas for NPTAP support:

* Strategic Planning for Media Arts Organizations
* Strategic Planning for Youth Media Organizations
* Outreach Planning for Youth Media Organizations
* Professional Development for Executive Directors

This year we are partnering with technical assistance providers who
we have chosen in advance, and who will work with NPTAP awardees on
their capacity-building projects. This approach allows for
consistency in services and outcomes (including plans, process and
instruments) and takes the burden of finding and contracting a
consultant off of the organization.

What are the 2004 NPTAP Areas of Support?
This year NAMAC member organizations may submit a proposal to
participate in one of these four pilot areas of support:

Strategic Planning for Media Arts Organizations and Strategic
Planning for Youth Media Organizations
NAMAC is partnering with the Institute for Cultural Affairs (ICA) to
provide six member organizations (three general, three specifically
for youth media organizations) strategic planning training and
services by an ICA-trained Technology of Participation (ToP®)
facilitator. The consultancy will consist of a mini-organizational
assessment; two days of group planning with board, staff, and/or
other stakeholders; and the development of a strategic plan. The
completed plan will include 1) a practical vision; 2) key challenges;
3) strategic directions; 4) roles of staff and board; and 5)
implementation timeline. In addition, one staff person will receive a
two-day training in group facilitation methods and assist the
facilitator during the strategic planning process. Plans generated
from the consultancy will be disseminated and shared with the NAMAC
community. Organizations must provide a $2,500 cash match.

Outreach Planning for Youth Media Organizations
NAMAC is partnering with Working Films to provide outreach planning
services for three youth media organizations. Working with
consultants from Working Films, organizations will co-create a plan
that maximizes their efforts in community outreach by 1) identifying
partners; 2) developing audiences; 3) motivating and activating
constituents; 4) seeking long term engagement and 5) designing
effective evaluation instruments. With this step-by-step process, the
goal is to strengthen youth media organizations in their efforts to
launch effective outreach campaigns. Plans generated from the
consultancy will be disseminated and shared with the NAMAC community.
Organizations must provide a $2,000 cash match.

Professional Development for Executive Directors
NAMAC is partnering with The Learning Commons to offer our first
Executive Directors Retreat, scheduled for October 21-24, 2004 at the
Silver Falls Conference Center outside Portland, Oregon. The retreat
is designed as an opportunity for reflection, renewal and peer-based
learning over three days in a beautiful natural setting. NAMAC will
provide technical assistance to four executive directors who
demonstrate financial need and wish to attend the retreat. The
assistance covers tuition, room and board (during the retreat), and
transportation between the Portland airport and the conference site.
No cash match required. NAMAC does not cover other ground/air travel
expenses.

Who is Eligible?

* Only member organizations in good standing are eligible to apply.
* Member organization must demonstrate need, identify cash match, and
demonstrate capacity to execute the project as described.
* Recipients of any previous NAMAC technical assistance award must
wait one year after completion of an awarded projected before
reapplying.
* If your organization applied in the previous year and was NOT given
assistance, you may reapply in the current year.
* Priority will be given to organizations that have never received
technical assistance from NAMAC.

* We already have descriptive information about your organization, so
there's no need to provide that in your proposal.

About Confidentiality
Part of the strategy for the 2004 NPTAP awards is to encourage the
capacity-building efforts of all NAMAC member organizations by
sharing the processes and outcomes of these projects. Thus, the plans
which participants develop must be considered "non-proprietary" since
we require permission for the work to be archived on the NAMAC
website as a resource for the field. In addition, we may use content
from the plans to distribute in other formats for the benefit of the
field at large. NAMAC will make every effort to maintain the
anonymity of all individuals and organizations in the versions of
plans it uses for these purposes.

Dates to Remember

* June 7, 2004: deadline to apply. Must be received in the NAMAC
office by 5pm PST. No faxes or emails.
* June 25, 2004: projects are announced.
* December 15, 2004: consultancy complete and final report due.
