CHAMPAIGN – Embattled Illinois Power has at least one big fan: the National Arbor Day Foundation, which gave the utility an award for the way it trims trees. 
   At the same time critics say the utility wants to cut down trees under a new proposal in the hearing process, IP won the Tree Line USA Award for utilities that "practice quality tree care, provide annual worker training and sponsor tree planting and public education programs."
