[Imc-summaries] OWNERSHIP OF ILLINOIS SEAL RETURNS TO ITS CITIZENS

Due to a 100+ year oversight and narrow interpretation of the IL Constitution by state legal officials, the state seal recently was used by former state officers to endorse political candidates.
