[Imc-summaries] 2 Citizens arrested for watching police.

The following two e-mails contain information about the arrest of two citizens -- their only crime was daring to watch police stop and search two African Americans in the streets of Urbana.  They in no way interferred with the police officers -- but did refuse to leave, adamantly declaring their right to be witnesses of police actions.
