Dear Colleague,

On February 19, 2011, the United States House of Representatives passed HR
1, an appropriations bill that essentially eliminates funding for the
Corporation for National and Community Service and state service
commissions. This legislation will deny local organizations and millions of
Americans the resources needed to strengthen their communities. If enacted,
this legislation would eliminate AmeriCorps, Senior Corps, Learn and Serve
America, the Volunteer Generation Fund and many other vital resources local
communities rely on to address compelling community needs.

that national and community service programs provide across America on a
state by state basis.

Without these highly effective national and community service programs,
states will lose millions of dollars in funding, including millions annually
that goes directly to support the higher education costs of members through
the Segal AmeriCorps education award. Last year, more than 5 million
Americans of all ages participated in community-based programming funded by
state service commissions and the Corporation for National and Community
Service.

With the passage of HR 1, and the proposed elimination of the Corporation
for National and Community Service and its programs, America’s Service
Commissions requested data from state service commissions on the impact to
their state if HR 1 were enacted. This report is the compilation of the
impact that the elimination of the national and community service programs
would have on the nation, state by state.

Also, we have been collecting stories of service and testimonials about
local programs and are compiling in a separate report that we will share
soon

*Service District Day Update*
>From our friends at the Save Service Coalition: Over 2,600 registered to
attend a District Day visit;; 441 House and Senate local offices were
visited in all 50 states and Puerto Rico; and stories of service and impact
were shared with 295 Representatives, 83 Senators and/or their staff.

*Congress Close to Short-term Budget Deal*
The threat of a government shutdown subsided over the weekend as Senate
Democrats tentatively embraced a Republican plan to immediately cut $4
billion in federal spending by targeting programs that President Obama has
already marked for elimination. The Corporation for National and Community
Service is not targeted for elimination in the short-term continuing
resolution.
The short-term proposal would give Congress an additional two-weeks to come
to a comprise for the remaining FY11 fiscal year. The House is expected to
vote Tuesday afternoon on a measure to keep the government operating for two
weeks after March 4th, when current funding expires. While Senate Democrats
said they would continue to press for a longer extension, they acknowledged
that there was no longer a disagreement over the cuts.
Senate Democrats will agree to House Republicans' two-week extension of
government funding, Senate Majority Leader Harry Reid told reporters on
Tuesday, passing over a White House request for a monthlong stopgap funding
bill.
Reid said Senate Democrats were prepared to pass the two-week bill, which
would cut about $4 billion from current spending levels. The move virtually
ensures the government will avoid shutdown at the end of the week, when the
current funding bill expires. Senate Minority Leader Mitch McConnell (R-Ky.)
said his conference would also support the bill.
"I believe all of my folks think that's a good idea and I think a
significant number of Democrats feel the same way," McConnell said.
The spending bill proposed Friday by House leaders would permit federal
agencies to continue operating at current funding levels until March 18,
except for eight programs that were marked for deep cuts or termination in
the FY12 budget request Obama delivered to Capitol Hill earlier this month.

While the bill seemed to find favor Friday among Senate Democrats, its first
test will come Tuesday in the House, when Republican leaders plan to open
debate on the measure. Senior Republicans said they expect to have little
trouble garnering votes for the bill, though it is far less ambitious than
the legislation the House approved last week under pressure from
conservatives.
Congress continues to remain sharply divided over how to fund the government
through Sept. 30. The House passed a long-term continuing resolution on
February 19th that will cut more than $60 billion in discretionary spending
for the federal government for the remainder of the year. The House
long-term continuing resolution eliminated program funding for the
Corporation for National and Community Service (CNCS).

Volunteers Fill Gaps Created by Budget Cuts in

As Minnesota officials scramble to fill a multi-billion-dollar budget
shortfall, cities across the state increasingly are turning to volunteers to
help fill service gaps created by budget cuts, the Star Tribune reports.
Earlier this year, the League of Minnesota Cities identified fifty-five
examples of cities using volunteers to help government agencies lessen the
impact of staff layoffs. Meanwhile, a new survey (17 pages, PDF) of
nonprofits and government agencies by the Minnesota Association for
Volunteer Administration found that 55 percent of the 350 respondents were
using volunteers more today than they did two years ago, while 30 percent
reported that volunteers had been vital in preserving their ability to
deliver services.
Indeed, while volunteers have long been a mainstay of parks and recreation
departments in the state, they are now being used to support paid workers in
a broad range of roles. The city of Red Wing, for example, has cut twenty
full-time employees from its payroll over the past two years and is turning
to volunteers to clean bus shelters, rake the city cemetery, and help with
"staking and inspecting city construction projects." The situation is
similar in Wayzata, where city officials are relying on more than a hundred
volunteers to cope with the loss of ten paid positions — about 15 percent of
its workforce. And in Mankato, the city has designated a volunteer
coordinator to work with department heads in an effort to identify areas of
greatest need.
"We knew that volunteers couldn't replace our layoffs, but we were looking
to see if we could continue providing our services with diminished staff,"
said Wayzata mayor Ken Willcox. "Plus, I wanted [residents] to understand
the stress that the economy was putting on the city budget."
