Dear Colleagues,****

As you know, one of the key items in our Action Plan on prohibited
activities was to perform a quarterly sampling of AmeriCorps position
descriptions. We’ve completed the analysis of the first sampling, and I
want to give you an update on the results.****
** **
Our sample of 383 AmeriCorps members was randomly drawn (by computer) from
the pool of AmeriCorps members who enrolled between April and June 2011.
We contacted the thirty-five grantees that enrolled those members and asked
them to provide the following:****
** **
**· **the member’s position description; ****
**· **a written certification that the activities outlined in the
position descriptions were within the scope of the approved grant; and****
**· **a statement assuring that the operating site/subgrantee that
oversaw the selected member(s) had member agreements that contain the
required elements and were signed for all members serving at their site. ***

I want to thank the grantees for their cooperation with and responsiveness
to our request, and for submitting their information in a timely fashion.
While almost all the position descriptions were appropriate, we did find
one position description that was out of compliance with the rules on
prohibited activities. Specifically, one position description outlined a
member’s service as conducting policy work in the office of a Member of
Congress. Serving in a congressional office is a prohibited activity. ****
** **
Needless to say, it was surprising, disappointing, and important to find a
position description for what was clearly a prohibited activity. The
grantee involved is now in a corrective action process that includes
reviewing all its position descriptions, the process by which those
position descriptions are approved, and its oversight and monitoring of
subgrantees and service site locations. The AmeriCorps member in question
did not receive any credit for any of the hours spent working in the
congressional office.****

While that was the only prohibited activity identified in our first
sampling, we also noticed some activities that merited discussion and
clarification with grantees. As we all continue to learn from this
process, we think it is important to bring these activities to your
attention, as well. We found:****
** **
**· **Clerical duties assigned to AmeriCorps members. This is not
allowable.****
**· **Lack of clarity related to AmeriCorps member role that raised
concerns about staff displacement. ****
**· **Lack of clarity about what people recruited as volunteers by
AmeriCorps members would be doing. ****
**· **Some activities that were allowable but were unclear about
the community impact or benefit that service would produce.****
** **
We wanted to raise these issues so that you can assess your program’s
position descriptions.****
** **
We are now in the process of the next position description review, which
includes a random sample of enrollments from July through September 2011.
Going forward, the quarterly position description review will occur in
January, April, July, and October. ****
** **

working independently and with us to prevent prohibited activities from
