[IMC-US] Features?

what is the feature publishing/promoting policy, anyway?

on ftaaimc, we used a two people needed to promote, any one can
subsequently block and trigger a demotion.

for features, are we going to have a send to editorial list, wait x
hours for blocks system like global?  and if so, can we make
exceptions for stuff like the elections when we anticipate a large
portion of the editorial collective will be on irc and actively working?

sorry if this has all been covered before and i've just missed it...
