[IMC-US] feature wire balance

hi, 

it's indybay's features that are updated to the global/imc-us wire
everytime, not sf indymedia's. from what i understand it's something in
sf-active that needs tweaking or recoding. the only thing i'd suggest
is to contact someone there to ask.
