[IMC-US] Houston IMC radio for Katrina?

According to this post - http://diymedia.net/archive/0905.htm#090705 - 
Houston IMC and the Prometheus Radio Project are in the process of 
setting up LPFM radio stations and streams inside and around the 
astrodome for easy communication between Katrina victims.

Is this true? If so, can someone who knows more about it write a story 
or update for imc-us? I think its a pretty big deal.
