[IMC-US] re: casino posts to indymedia

To turn on captchas in dadaimc version 0.99.3

Admin. interface > Site Prefs > Misc > Under Comments set Anti-spam = on 
then Submit the changes at the bottom of the page.

We have been using this on sbimc for a while now and it instantly 
dropped all comment bot spam.

While there have been issues raised about accessibility, the community 
is working to overcome those issues.
