Presumably this post, like a leaflet, is intended to have political
effect. If it is intended to have political effect, then, again
presumably, the writer wishes it to be distributed widely.

Then why in the devil is it coded? It is idiotic to send out a political
statement in other than plain ascii, and it illustrates either extreme
political naivete or simple contempt for potential readers. It is as
silly as it would be to put out a leaflet in the jargon of Heidegger.
