[Imc] Global IMC now back up:

Global IMC is now back up.  The problem has been described by folks
familiar with it as:

"Pure technical problems with network connectivity. Unfortunately this
means our mail machine is out until it is fixed, which makes communication
difficult. Please do pass along that this is not some sort of government
shutdown or anything of the sort."

However, this does bring up an important issue, we should probably start
using our www.ucimc.org domain name to advertise the site instead of the
urbana.indymedia.org url.  They both go to the same place, but the
www.ucimc.org url is simpler, easier to remember, shorter, and not subject
to problems when global goes down.
