[Imc] STRUCTURE document needs definition of "Member"

hi neighbors,

i posted this comment to the IMC website, and i'm reiterating it to this
list.  

in the latest "STRUCTURE" document, the definition of each category
depends on the distinction between "member" and (presumably) "non-member,"
yet the category called "member" is not defined.

i assert that the document doesn't really say anything unless it defines
what a "member" is.

does anyone have a proposal for a definition of "Urbana-Champaign IMC
MEMBER?"  seems like the document needs it.
