[Imc] IMC improvements and cleaning: Mailboxes

The new mail center is at the IMC. There are a substantial number of
mailboxes, but I doubt that we can accomodate a individual mailbox for
everyone connected to the IMC.

Groups should propose how many mailboxes they need. Some may get by with
only one, but other groups such as Finance might want a general mailbox
and one specifically for such a thing as "Bills To Be Paid".

After we determine how much space we need to accomodate the requests
from IMC groups, then we can entertain requests from other groups and
individuals. I think we should consider reserving a few boxes for groups
who are regular users of the IMC, such as the Greens and Socialist Forum
as a part of their benefits from group membership in the IMC (or
something like that.) The Steering Group will take this up as New
Business on Sunday.
