Hi everyone,

Today the decision deadline for the Global IMC Finance Group passed for
transferring fiscal sponsorship of the Global IMC Network to the UCIMC!
There has been tremendous global support for the move.

This means that the Global Network is now a program of the UCIMC, and we
will be handling the global finances for the network.  If you are
interested in helping the UCIMC Finance Working Group, please e-mail
finance at ucimc as we are always looking for new folks to help out and will
train folks who are interested.

BACKGROUND:

The Seattle IMC has hosted the IMC's Global Network funds since the first
influx of cash to this account in early 2001.  There is currently roughly
$46K in funds available to the IMC Global Network.  Cinde from the Seattle
IMC has been administering this account since it's inception.  The purpose
of this proposal is to discuss the change of administration of this money
from the Seattle IMC to Urbana-Champaigne IMC (UCIMC).

The Finance list has spent several months working out a process for
disseminating and utilizing the funds donated to the network; however
there is not currently a process for spending the funds.

Currently, any funds that come in to the network go through Seattle's
fiscal sponsor, Jam For Justice.  Cinde administers the money from Jam For
Justice to the IMC's account and balances the books on a monthly basis.

Come April 1, 2002, Cinde's allotment of resources to the Seattle IMC will
diminish greatly.  This will include administration of the network funds
housed by Seattle.  In order to maintain proper bookkeeping and
reconciliation of these funds, it is being requested that this money be
sent to the UCIMC for future administration.  Once the decision making
process for using this money is approved, there will be an influx of
activity with regards to administration of the money and is not something
the Seattle IMC will be able to continue with.  The UCIMC has a finance
working group, a larger resource base with financial knowledge and
experience, and is a 501c3 recognized organization.

The UCIMC Finance Working Group and UCIMC Steering Committee have already
discussed administration of this money and are willing to take on these
responsibilities.

PROPOSAL:

The proposal is hereby made that the network finance list approve the
transfer of fiscal administration from the Seattle IMC to the
Urbana-Champaign IMC.  The proposal will be discussed for 2 weeks (until
March 12th -- Noon GMT) and will be considered passed by the Global
Finance Group unless serious concerns remain at that time.  If the
proposal passes, the fiscal transfer will begin in mid-March.

DECISION-MAKING PROCESS:

If there are concerns about this proposal please state them clearly to the
Finance Group.  Please also make it explicit whether you are blocking the
proposal or simply have questions or concerns you would like addressed.
The proposal will be considered passed by the Global IMC Finance Group if
no IMC Finance Group liaisons are blocking the proposal at the end of the
2-week discussion period (Noon GMT on March 12, 2002).
