[IMC] [Imc-boardofdirectors] Updated "structure" webpage

Hi all:

I appreciate the work that David has regularly done to keep us informed.
Some comments on the minutes since our goals are to inform, be transparent,
and get feedback:

1. They were not easy to find, in spite of looking for them.  Once I found
the link in Section 5, I also found the link in About us so it seemed
easier.
2. The search button is useless to find them under the following queries:
board minutes, board minutes , IMC board minutes, etc. Try your own and see
if what the "hits" you get are interpretable.

So for me, right now we are achieving the goal of availability but not
transparency. Perhaps they could be highlighted, indexed, or cross
referenced more so that people can find them and find out what's going on.
