I could be entirely wrong, but this is how I read it:

       Austin, being under Vista, would continue to serve; the rest of the
       AmeriCorps team -- including Carol -- would be furloughed, and would
       be prohibited by law to volunteer here, as well.

RE Vista:
       Under the DVSA, VISTA members are required to be available for
service at
       all times, without regard to normal work hours. This requirement is
not affected
       by a temporary funding lapse. The living allowance will continue to
accrue
       but not be paid until funding isrestored

RE the rest, the two parts that are most unclear to me are:

       "During the shutdown period, grantees that have active, awarded
grants
       may continue to operate."

       "Staff to carryout the planned expiration or termination of
outstanding contracts.
