Thanks again for the link to the new Use of Force Policy, Danielle. 
 
I took another look at the new Use of Deadly Force Policy. It seems to me that the underlined words cannot stand alone: the "and" which follows states conditions which must be met in order for deadly force to be appropriate and permissable... and in Kiwane's case, these conditions clearly were absent.
 
So even by the Department's new Use of Force Policy, the actions of the police were indefensible. This should be the finding of the investigation, and the next question is: Where do we go from here?
