Imagine not being able to go to your sister’s wedding or your father’s
funeral without jeopardizing your education.

Although it’s hard to believe, these were the circumstances faced by Iranian
students studying in America.  Their visas did not allow them to travel back
home to see family or to go abroad for professional development without
risking their ability to finish their studies and graduate.

They were forced to choose between their family and their future.

Until now.

By raising the issue on Capitol Hill and with the White House, working with
student groups and by rallying Iranian Americans across the country, the
National Iranian American Council (NIAC) aimed to change this policy.

And today, the Obama administration made a landmark decision to fix this
problem.  *As a result of our longstanding efforts, the State Department
called to inform us that they will now issue multiple-entry visas for
Iranian students.*

By working with Congress and the Administration, we helped the voices of
students be heard at the highest levels.

Our efforts paid off, and now, Iranian students may travel freely and have
the same rights as the thousands of other young people from around the world
who come to America to study.

By ensuring that more Iranian students to have the opportunity to experience
American life, education and culture, we have increased their chances - as
well as ours - for a brighter future.

Obama Fixes Visa Policy for Iranian

The National Iranian American Council (NIAC) applauds the Obama
Administration’s decision to repeal the Single-Entry Visa policy for Iranian
students.  This action by the State Department is hopefully an indication
that Obama is taking steps to implement policies to extend an open hand to
the people of the region, which was the central message of his address on
Middle East policy yesterday.

“There are few better examples of how the United States can reach Iran's
youth than by increasing their opportunities for a brighter future,” said
NIAC President Trita Parsi.  “Despite the repression at home, Iranian
students were reluctant to come to the US due to the Single-Entry Visa
policy that forced them to choose between their education and their
families.”

Under the Single-Entry Visa policy, Iranians students could not leave the US
for the duration of their studies without losing their visa. The decision
will expand opportunities for Iranians to study in the US at a time when
record numbers of Iranian youth seek to escape repression in Iran.

NIAC led the campaign to fix the Single-Entry Visa policy and to allow
Iranian students to receive multiple entry visas, educating officials in the
White House, State Department, and Congress about this issue.  NIAC worked
with Congress to require the White House to investigate how to expand the
number and types of visas available to Iranian students--a measure that
passed a critical Senate Committee vote last year but that has yet to be
passed into law.

NIAC also organized meetings between Iranian Americans and their
representatives in Congress on the topic, and NIAC members sent thousands of
letters to President Obama and Secretary of State Clinton calling for the
policy to be changed.
Iranian students at American schools have often found that restrictions
under the Single-Entry Visa policy cost them academic opportunities, cut
them off from their families, and even prevented some students who left the
country from finishing their studies.  Students told NIAC of being unable to
attend important academic conferences, being separated from family members
in emergencies, missing the weddings of siblings, and not being able to see
ill loved ones for a last time or to attend their funerals.

The burdens of the policy became particularly acute when visa security
clearance processes for Iranians became more stringent in 2002.  With
lengthened wait times for visa processing and little guarantee that the
process would yield success, Iranian students at American schools found it
increasingly untenable to leave the US and risk being stuck in limbo for
months or even never being able to return.

NIAC urged the US government to change the Single-Entry Visa Policy,
especially as the number of Iranian students applying to American
universities grew as a result of increased repression in Iran.  Cases of
blacklisting Iranian students from universities for allegedly participating
in pro-democracy protests have steadily risen, and other repressive measures
sponsored by the state have been taken against students.  Iranian officials
have sparred for control of private universities and the government has
worked to stem dissent in schools by eliminating "western thought" in
university curricula.

Yesterday, President Obama included this in his address: “Let’s remember
that the first peaceful protests in the region were in the streets of
Tehran, where the government brutalized women and men, and threw innocent
people into jail... And we will continue to insist that the Iranian people
deserve their universal rights, and a government that does not smother their
aspirations.”

Now the President has taken a step to towards this goal.

NIAC thanks all of its members and all those involved in helping make
today’s change happen.

شورای ملی ایرانی های آمریکای تبار (نیاک) تصمیم دولت اوباما را برای لغو قانون
ویزای دانشجویی آمریکا که به ایرانیان دانشجو تنها اجازه یک بار ورود به آمریکا
را می‌دهد تحسین می کند. در زمانی که تعداد زیادی از جوانان ایرانی به دنبال
خروج از کشور بدلیل سرکوب در ایران هستند، این تصمیم فرصت های ایرانی ها را
برای تحصیل در امریکا گسترش می دهد.

تریتا پارسی رييس نیاک در این رابطه می گوید: "فرصت های بهتراز این برای
برقراری ارتباط با جوانان ایران برای ایالات متحده کم بوجود می آید". با وجود
سرکوب در خانه، قانون ویزای دانشجویی آمریکا یکی از بزرگترین موانع
پیشرودانشجویان ایرانی برای ادامه تحصیل در دانشگاه های امریکا بوده است
زیرا آنها
را مجبور به انتخاب میان آموزش و خانواده خود می کرد.

تحت قانون روادید یک-بار ورود، دانشجویان ایرانی نمی توانند بدون از دست دادن
ویزای خود ایالات متحده را طی دوران تحصیل ترک کنند.

نیاک رهبری تلاش برای حل مسئله ویزای یک-بار ورود را از طریق آموزش مقامات کاخ
سفید، وزارت امور خارجه ، و کنگره در این موضوع بر عهده داشت. نیاک با همکاری
کنگره امریکا از کاخ سفید خواست که به بررسی چگونگی افزایش تعداد و انواع
ویزاهای موجود برای دانشجویان ایرانی بپردازد - مصوبه ای که توسط کمیته مجلس
سنا در سال گذشته تصویب شد اما هنوز به قانون تبدیل نشده است.

نیاک همچنین جلساتی در این رابطه بین ایرانی های آمریکایی تبار و نمایندگان خود
در کنگره تشکیل داد، و اعضای نیاک با ارسال هزاران نامه به اوباما، رييس جمهوری
آمريکا، و کلینتون، وزیر امور خارجه امریکا، خواستار تغيير این قانون شدند.

دانشجویان ایرانی در مدارس آمریکا غالبا متوجه شدند که محدودیت های قوانین
ویزای یک-بار ورود به قیمت از دست دادن فرصت های تحصیلی و قطع کردن روابط آنها
با خانواده های خود تمام شده و حتی مانع شده که بعضی از دانشجوها که کشور را
ترک کردند تحصیلات خود را تمام کنند. دانشجویان با نیاک از عدم توانایی به شرکت
در کنفرانس های مهم علمی، جدا ماندن از اعضای خانواده در شرایط اضطراری، از دست
دادن فرصت برای شرکت در مراسم ازدواج خواهر و برادر خود، و عدم توانایی برای
دیدن عزیزان بیمارخود برای بار آخر و یا شرکت در تشییع جنازه آنها صحبت کردند.

وقتی که در سال ۲۰۰۲ فرایند چک امنیتی برای گرفتن ویزا توسط ایرانی ها دشوارتر
شد مشکلات ناشی از این قانون تشدید گردید. با طولانی تر شدن زمان پردازش ویزا و
عدم تضمین نتیجه ای مثبت، دانشجویان ایرانی در مدارس امریکا به طور فزاینده ای
ترک امریکا و خطر ماه ها تاخیر و حتی عدم توانایی به بازگشت به امریکا را توجیه
ناپذیر یافتند.

نیاک از دولت امریکا خواستار تغییر قانون یک-بار ورود شد به خصوص که تعداد
متقاضیان ایرانی برای ورود به دانشگاه های آمریکایی در اثر افزایش سرکوب در
ایران زیاد شده است. شمار دانشجویان ایرانی قرار گرفته در لیست سیاه به اتهام
شرکت در تظاهرات هواداران دموکراسی به طور پیوسته افزایش یافته و اقدامات سرکوب
گرانه دیگر با حمایت دولت بر علیه دانشجویان انجام شده است. این در حالی است که
مقام های ایرانی برای کنترل دانشگاه های ایران تلاش کرده اند که با حذف "اندیشه
غربی" از برنامه های درسی دانشگاه از بروز مخالفت جلوگیری کند.

سال گذشته اوباما، رييس ‌جمهور امریکا، در سال نو ایرانی اعلام کرد که امریکا
"پایبند تعهد خود به آینده ای بهتر برای مردم ایران است ...  از طریق افزایش
فرصت برای تبادل های آموزشی و تحصیل فرایند ورود دانشجویان ایرانی به کالج ها و
دانشگاه های ما ..."

در حال حاضر رييس‌جمهور یک قدم بزرگ در راه عمل کردن به وعده اش برداشته است.
