Yes. 

Remember that one of the contenders for the title of "Worst US President of the 20th Century" (it's a crowded field), Woodrow Wilson - racist scourge of socialists (cf. Palmer Raids, 1919) - ran in 1916 on the slogan "He kept us out of war!" - while scheming with New York and London banks and arms makers to manipulate an anti-war US public into the European war. His administration essentially invented modern political propaganda to do the job (as Hitler acknowledged in Mein Kampf).

But the leading contender as "Worst US President of the 21st Century" has done him one better: convincing the US public he's "winding down" the war while expanding it and making it permanent. (That's his specious excuse for indefinite detention without trial: the subjects are enemy combatants who cannot be released until the war is over, and the war will never end, because the terrorists are always out there...) 

Obama is in fact continuing the generation-long US policy of killing people to ensure US control of Mideast energy resources (control - not just access - as an advantage against competitors from China to Germany). But his method for avoiding the public objection that curtailed the Vietnam War (which he fears deeply) is an even more effective propaganda campaign, insisting that he's not fighting wars - he's merely protecting Americans from terrorist attack. (He's vague on why the terrorists might attack, except that they're mad Muslims; no reference to what we've done to their countries is permitted.)  

That he needs terrorist attacks to justify his resource-war suggests why the FBI fabricates them ("Only 1% of So Called Terrorists Nabbed by the FBI Were Real" <http://www.alternet.org/civil-liberties/fbis-terror-scam>) and lends credence to your view that the USG was behind the 9/11 attacks (which I still  don't believe). It also suggests how important it is that we talk about what the Obama administration is actually doing - from a global assassination program by drones and death-squads ("Special Operations") to a world-wide suppression of journalists and whistle-blowers - and why.
