[Peace-discuss] strategic-culture.org-hosted webpages might not be reachable

It looks like the webserver at www.strategic-culture.org (151.236.80.5) is not 
responding to requests now, therefore any URL beginning with 
"https://www.strategic-culture.org" will fail.

It's not clear why this webserver is failing.

According to whois data, the strategic-culture.org domain expires on 2023-06-08, so 
this would not appear to be an unpaid domain registration bill resulting in loss of 
control over the domain name. Perhaps some router in between us and 151.236.80.5 is 
down and thus not routing any of our packets. But the Russian nameserver is 
responding to queries and returning data (hence one can look up the 
www.strategic-culture.org hostname and get the IP address I listed above).
