It's my understanding that electrical rates tend to run higher during the summer because of the strain that widespread AC usage has on the grid. This, of course, reflects on an infrastructure that was not developed with modern appliances and Central Air in mind. As for specific policy information I would suppose that checking with the Illinois Commerce Commission or AmerenIP would be the prudent thing to do.<br>
