given the requirement of 90% occupancy.</EM> <EM>Where is the
entrepreneurial spirit of taking risks and being competitive in a free market
environment where success and profit is based on meeting existing and future
supply and demand for the service from one’s customer base? Where is the risk;
where is the competition; and where</EM> <EM>is fair trade (the three
cornerstones of theoretical, non-monopolistic Capitalism?
