<DIV><STRONG><FONT size=4 face=Arial>Also in general making gun ownership,
abortion rights, drug possesion. prostitution, gambling, ( ie. victimless acts )
illegal and in general NOT representing the will of the people then YES,
government IS the " net " being cast over them.</FONT></STRONG></DIV>

".</FONT></STRONG></DIV>

people and promotes the general common good like providing ; fire protection,
road and bridge repair, disaster relief, pollution control, work place
( wage, hour, conditions, and safety ) laws, prohibitions
against slavery and child labor and yes,</FONT></STRONG></DIV>
<DIV><STRONG><FONT size=4 face=Arial>provides economic safeguards like public
healthcare coverage for ALL, social security retirement / disability, free
public education including K-12, community college and Universities, for
those who want it,</FONT></STRONG></DIV>
<DIV><STRONG><FONT size=4 face=Arial>then that would be the " apple " and
the " net " that protects and promotes the commons.</FONT></STRONG></DIV>
