The Rules Committee and House clerk note that a Senate
amendment to HR 2029 (Military Construction-VA approps
bill) was filed at 11:57 p.m. Tuesday. At that time, it
only had the Mil Con-VA provisions, but now the full
2,000 page omnibus is available - gasp. It's here: <a title="http://docs.house.gov/billsthisweek/20151214/CPRT-114-HPRT-RU00-SAHR2029-AMNT1final.pdf Ctrl+Click

There are press accounts of what happened with various
rider proposals - the news here seems extremely good,
although obviously experts in the various areas have to
look at the bill before drawing too many conclusions.
But here is info about some of the riders that had been
considered - source for most of this is CQ:

- NO rider to prevent refugees from Syria and Iraq from
coming to the US. They did include the bill passed by
the House last week to enhance security checks for
people entering the US from countries where a visa is
not now required.

- NO McConnell campaign finance rider - (that would
have relaxed restrictions on coordination between
political parties and candidates; relaxed contribution
requirements.) They rejected a proposal to eliminate
the check-off on IRS tax form for contributing to public
financing of presidential campaigns.

- NO blocking of fiduciary rule by DOL - requiring that
retirement financial advisors operate in the interests
of their clients.

- NO blocking of NLRB ruling related to joint employer
status and union negotiations.

- NO limits to FDA regulation of electronic cigarettes.

Reported elsewhere that most efforts to rein in
Dodd-Frank financial/consumer financial regulations were
not successful.
