have broken down, forcing workers at least once to use couriers to hand-deliver spare parts from Paris to avoid weekslong shipping delays.</span></div>

Americans have spent tens of millions of dollars on local rock, concrete, steel, wood and other supplies. Civic leaders and local journalists were recently invited to tour the base.</span></div>
