Gary,

So would we like to start talking about how to set up a "policy" for how
to handle written PSAs?

Anyways, I did a little bit of research and I think that I found 2 things:
1) It looks like the FCC's rules and regs on "psas" have been deregulated.
2) Even though there are no formal rules for psas, many stations have
similar rules.

Here's an article from the Museum of broadcast Communications, read the
first paragraph:
http://www.museum.tv/archives/etv/P/htmlP/publicservic/publicservic.htm

Here's another article by a group that does research on PSA effectiveness.
http://www.psaresearch.com/caf1020.html

In addition, a quick google search comes up with a number of radio
stations that have psa requirements. Most of them sound like the
following sites.
http://www.kzyx.org/pages/psa.html
http://wamu.org/calendar/psas/

And lastly, a good old Wikipedia entry...
http://en.wikipedia.org/wiki/Public_service_announcement

So it looks like we're up to our own to figure out our own requirements...
