[rfu-membership] <em>Propose a show!</em> submission

Oh it was a canceled show as of a few months ago.  I lost my last
co-host and gave up the slot.  It was at Tuesdays around 11 if I
remember.  Consider this a new proposal (even though it was an old
show).
