[rfu-membership] Open Timeslots

There have been two show cancellations recently. There are now open
timeslots on Tuesdays 4-6pm and Fridays from 4-6pm.

As per our policy, these slots are first open to current airshifters
with shows for moving a show. After 72 hours, these slots will be open
to all airshifters, including newcomers.
