[Bookstoprisoners] Inmate release reminder

[Books to Prisoners]

Please keep the 1000 inmate early release for Illinois in mind.  Letter
processors and data entry need to be extra careful when checking the IDOC as
this is happening now and quickly.  We don't want to send packages only to
get them returned.
