[Commotion-admin] [commotiond] localipset command doesn't work or isn't regsitered with commotiond (#59)

AKA: "Grady broke Commotion"

calling "commotion localipset" from the command line on a node returns "No such command."

This has obvious consequences for configuring the 'thisnode' alias.
