[Commotion-admin] [commotion-feed] Libserval dna (#39)

includes https://github.com/opentechinstitute/commotion-openwrt/pull/78

splits serval-dna into serval-dna and libserval-dna packages. resolves build dependencies for commotiond/plugins.

to test:
make sure serval-crypto still works on the router
