[Commotion-admin] [luci-commotion] r1: favicon is help, not commotion (#131)

I just opened up our favicon and it has two images within it on different layers, A commotion co and a question mark. I don't know the .ico format, or why we made an icon with a hidden question mark. But, there is your problem. I assume there was a reason we embedded the question mark int he icon for some standards purposes or somthing. So, I am not going to touch it. But, there is your problem.
