[Commotion-admin] [luci-commotion-apps] Add-apps formatting (#48)

Added div with apps-content class and corresponding CSS to provide consistent formatting on the add apps formand list apps pages. This pull request should close https://github.com/opentechinstitute/luci-theme-commotion/issues/11

Test by checking proper alignment on the authenticated and unauthenticated add an application form page.
