[Commotion-admin] [commotion-service-manager] Dont remove local (#3)

TESTED.

There's a slight lag time where the app-hosting node shows up in the neighbors list, but the app itself doesn't show up yet. 

Once node is fully booted, app shows up and edits are seen immediately on the neighbor node.
