[Commotion-admin] [luci-commotion-apps] Non admin portal (#57)

Should keep applications with multiple categories from displaying more than once in non-admin view.

To test:
1. Allow non-admin apps
2. Add a few applications with multiple categories (e.g., fun & community)
3. Check non-admin apps display. All apps should be displayed, and each app should be displayed only once.
