[Commotion-admin] [luci-commotion-apps] Settings page error: force expiration (#54)

getting close, but still not quite working (unchecking box now makes it delete the lifetime entry). Here's the basic functionality we need:

check 'force app expiration' box -> set applications.settings.allowpermanent = 0
uncheck 'force app expiration' box -> set applications.settings.allowpermanent = 1
neither should change or delete applications.settings.lifetime

applications.settings.lifetime should only be changed when the 'force app expiration' box is in the checked state, and a new number is entered into the textbox.
