[Commotion-admin] [luci-commotion-apps] Set default TTL to 2, should resolve issue #16 (#25)

I think the default TTL should be 5, since hop counts > 2 are not unlikely, and I would guess 5 hops won't degrade performance, based on @hawkinswnaf 's recent throughput tests at LTS. Also, I'm not sure how this relates to issue #9
