[Commotion-admin] [commotion-debug-helper] translate and commit 887af31 (#5)

The commit  887af31 introduces a bug into the commotion debug helper which breaks functionality. Line 8 of  luasrc/view/debugger.htm  uses the lua translate function while within a piece of javascript code. it should instead be using the <%:STRING%> format so that the LuCI dispatcher can translate it. As such, the javascript to call the submission fails and the page will not send any values.
